The hostel is a free to stay building where one can find a place to sleep for the night.  Many travellers come through the town during the warmer months so it see a great deal of traffic, but less so during the winter.  Most lower castes stay here, heimen and merchants, but they have several rooms specifically for samurai.  These rooms are warm and comfortable and kept as clean as possible.  There are books in each room where visitors can write messages to future occupants.  Many are filled with poetry, or fascinating observations.  Some are just plain stupid.

The owner is an enigmatic but handsome old man named Bokku.  He is very charming but does not put up with belligerent or unruly patrons.  His place is free after all, you should respect it.  Even though he runs the place by himself (he has four hired hands as well, but no family) he seems to be able to take care of it well, without much help from magistrates.  There are stories of Bokku kicking out samurai he dislikes with nothing but a stick.  The samurai in question never claim this is true, most saying that they left of their own accord.
