Here is where important and notable NPCs will be listed.

[Seppun Hidemitsu]

Name: Seppun Hidemitsu

Description: Seppun Hidemitsu has served the Imperial Legion since his Gempukku and done his duty faithfully.  His appointment to Shireikan was not one of politics but rather of acknowledgement of hard work.  He has built a reputation of being a fair and patient man, one that does not act of instinct or emotion but one of careful thought.  He serves the army past his prime, but believes his experience is a much needed asset for the Legion and says he has many more good years in him.  War has taken it toll on him, as he has lost most of the hair on his head and the rest has gone white with the stress of his job.  One can see the fallen friends and hard fought battles in the wrinkles of his skin.

Hidemitsu does enjoy his downtime, spending it reading or carefully taking care of a bonsai tree.  He has been know to take in a game of go now and again and loves to hear the latest gossip and news.  No matter his demeanor or what he is doing at the time, he'll always take a moment to take a drag of his long pipe.  Many people dislike the smell that comes from the weed he prefers.  He says it's an acquired taste of discerning gentlemen.  If you are not so discerning a gentleman you are free to leave.

[Kasuga Kagefusa]

Description: Young Kagefusa seems to have found himself a good place so far, in charge of a group of wandering actors and geisha that cater to the Imperial Legion.  He runs camptown in a relaxed manner that keeps everyone happy and in a party mindset.  He figures it's always important for soldiers to have a place to unwind and doesn't particularly care how they do it as long as their coin is good.  He keeps to himself mostly and never talks about personal things, his or yours.  He probably has many secrets, but never speaks of them to anyone.

When doing business he is quite serious and dislikes it when people talk down to him or can't keep up with his level of conversation.  Those that can't usually get called a fool and get seriously raw deals.  If you can speak on a level that is both intelligent and respectful to him he has been known to open up and give freely of what he has, sharing with those the luxuries he deems they deserve.  When outside of business he relaxes, not seeming to care much about what's going on around him as long as everyone is happy.  He often trains with his pet falcon which he'll use to hunt small game.

[Bokku]

Description: Bokku is a kind old man who looks after the hostel.  He is thin, tall and very handsome for his age.  He carries himself with a great deal of vitality and bigheartedness.  Compassionate and witty, he is fun to talk to and generally be around.  He has many friends in town and takes strolls often to say hi to the people in his community.  He loves tea, but is never seen drinking sake.  His best friend in town is Ojisan, owner of the Ramen shop.  They can be seen often exchanging stories and laughing.

[Villip]

Clan: Zokujin  Profession: Ambassador to the Tamori

Description: Villip is the Zokujin Ambassador to the Tamori family in this village.  He is always a topic of conversation in town and everyone knows who he is.  The lanky copper goblin talks in a tone that seems to be respectful, but has an air of haughtiness to it.  His voice is very impersonal and strange to hear, a product of his alien nature to Rokugan.  Still, he will speak to anyone about his culture and ask about samurai life, trying to learn as much as he can from his allies.  Most of the time he wears a kimono with a Dragon mon on it.  The clothes lay strangely on his frame which can make him look comical most of the time, and sinister the rest.  He always seems to be apologizing to people for his looks, and seems genuinely ashamed at times.

[Zen the Block]

Zen is a tough customer.  He doesn't talk much about his past but it seems he's done a bit of everything in his time, from banditry and pirating to honest guard work.  Zen the Block isn't even his real name, but one he picked up in his many jobs.  This doesn't mean he doesn't like to talk, far from it.  Everything he says is very macho, without any sense of a deeper person.  He's basically a jerk that seems to be only concerned with one person, himself.  Despite this he's able to back up his swagger with his fighting and is looked up to by all the greener ronin in camptown.  He reports only to Kagefusa, but is mostly left to his own devices.  He walks through camptown with a swagger that says he's in charge, but is very careful never to say that out loud.

[Kitsuki Kyouhei]

Name: Kitsuki Kyouhei

Status: Married with Children

Kitsuki Kyouhei is the lead magistrate for the village.  He is an older gentleman and a married man with several children.  He has many responsibilities and is always busy.  He takes meeting while doing other things and will only clear his schedule for someone of higher status.  He always seems unsatisfied with whatever he is doing and it leads to stress lines under his eyes.  He tries his best to be polite to visitors and never complains about his work.  His wife is a demure woman that lets him do the speaking.  He has two children that are grown and are magistrates for the town, one daughter and one son who is married in turn and wife is pregnant with his first son.  He has two other children, but of the two only one lives in the household and has become arrogant of his status in the town.  The other is studying at the Kitsuki Dojo.  There are two other families that live in the house as well, and two infants are raised there.  Kyouhei is responsible for all of them.

[O-Kai]

The master monk and guardian of the temple is O-Kai, the mystic.  He is a curious man, very short and fat and very old.  He hobbles around the temple with a grin on his face.  Bald on the top of his head from ritual shaving but he has hair in *ahem* other places, but many times he grows lax in his routine and is seen with stubble on his face and in a ring around his head.  He dresses casually and without care, sometimes too much, which he sees as a privilege of his station and age.  He teaches all the monks of the temple and speaks to visitors with the temple's voice.  He is the oldest of the monks, the oldest of all men in the valley, despite being a midget.  Many times his wisdom comes as jokes or questions and many samurai have gotten upset at the old man, but he never stops smiling, even when he's scolding a Mirumoto.  His lessons never contain answers but are guides to greater wisdom.  He also loves to eat and drink and loves festivals and women, young and old.
